'84 242 hesitates when cold 200

I've got a non-turbo 1984 242... starts fine when cold but hesitates and seems to misfire under load while accelerating. Once warmed up (1-3 minutes) things seem to be fine. I'm planning on a general tune up anyway (cap/rotor/plugs/air filter/fuel filter) but I don't anticipate this solving the problem. Where else should I look?
