Too Much Fuel ? 700

Greetings,

On one of our 700's, a 740 GL, when cold starting if the engine doesn't fire quickly it seems that excessive fuel is pumped and you can smell fuel. The MAF is new and the injectors. I didn't replace the cold start as I have never found one with too much fuel. I strange thing is if you hold the throttle to the floor and then crank, it will almost always start and run OK. It does not appear to flood.
Does this make sense to anyone ? Thank you very much.
