Rear Fog Lights 900 1995

I have a 1995 940 wagon, when I turn on the rear fog lights, only the rear drivers side illuminates. Upon further investigation, I discovered that on the passenger rear light assembly (where the rear fog light bulb should be) there is a blank bulb style assembly. By this I mean the blank fits into the hole (by twisting) but when I remove this blank there is no place for a bulb (essentally it is to only there to fill the space on light assembly.

Now the question, is this normal or could I get a bulb harness, inset it into the hole (assuming I find the control wires) and both sides will function like on my 1989 740 wagon ?
