Too Much Fuel ? 700

I have the exact same probelm on a 1990 Regina system 740 non-turbo. The plugs get fouled with gas when it is cold but you can get it going if you hold the pedal to the floor. I disconnected the fuel to the cold start valve, which made no difference, and took the wires off the engine coolant temp sending unit, which made no difference. The car runs perfectly except for this cold start problem. Obvious things like dist cap, plugs, plug wires have all been changed, but made no difference. Just replaced the Mass air meter thing in the intake hose (a special Regina non-Bosch two wire type) and it made no difference. Any other ideas? Turbodog3 and I definitely have the exact same problem. Thanks all
