water leak 700 1988

I have a driver-side water leak which seems to have its source in the cowl by way of the fresh air vents. Footwell vent cover and wiring sleeve and boots are ok. I assume the cover must be removed after removal of the lower windshield trim/gasket strip(I understand it's tricky to replace}. I see a bolt through a tab next to the hood hinge. I see a bolt through a side flange of the cowl. Is it accessible under the dash after removing all of the door-opening trim, etc? Are there more than these two pairs of bolts securing it? As you see, I really do need help beyond my Haynes repair manual!
