BLOWING FUSE CRUISE CONTROL!!!! 200 1990

My cruise control is blowing the fuse (which also controls my power windows) when I am going in very hilly highway areas or high head winds. Some say it must be a loose wire shorting, but others believe it is the vacuum pump. The pump is holding vacuum in testing. Could the stress of the uphill or severe headwinds cause the fuse to BLOW???? I can get a good used pump for about $50 locally.

PLEASE give suggestions, you guys have always steared me right.
