replacing balance shaft belt 700 1990

I have a 1990 740 GLE with the infamous 16 valve engine. The previous owner followed the local Volvo dealer's advice and had the balance shaft belt removed at 100,000 miles, without being replaced. The Volvo tech told him that the balance shaft belt takes power away from the engine. Anyway, now I am approaching 150,000 miles and will be replacing the timing belt, tensioner, oil pump pulley bolt, etc... My question is, should I be putting a balance shaft belt back on the engine at this point, after the car has gone over 3 years and 50,000 miles without it? If I should have this belt re-installed, should I replace the tensioner on that belt also? Is there anything else I should look at BEFORE re-installing this belt?
