Wastegate stuck shut??? 700 1985

After finaly getting around to checking out my overboost problem I've come across something that's got me puzzled, I finaly found a good angle to get to my wastegate adjustment and decided to pop of the rod and check out the adjustment, now I consider that with my enormous ego I should have enough strength to check and see if the wastegate is operating ok, yet try as I might I can't make the sucker move.
Maybe my memory is failing me, but for some reason I thought that the wastegate should not be that tight, surely 7.5psi can't create more pressure than my testostrone induced thumb power???

I have a sinking feeling...

Someone tell me I'm a wimp, cause I don't want to know that I have to pull the turbo...
