Is a timing belt suspossed to be THIS loose? (B230F) 900 1994

Hi everyone ---

Just picked up a '94 944. I do not have the expertise to change a timing belt (yet), but I removed the top half of the cover to inspect the belt. It looks perfect, like it was recently changed, but it was VERY loose. I could have slid it off of the top pulley easily if I wanted to. Does it tighten during engine operation or do I have a loose tensioner? Is this dangerous (in regards to belt failure on the road?) The car has 170,000 miles. Thank you for your input! By the way, one half of the belt in it's route was loose (top side), although the bottom half of the belt was pretty tight.
