running rich/overboost 900 1993

i just did a major tuneup on my newly purchased 93k mile 93 945tic with stock mits turbo. after that i installed a full 3" exhaust, msd coil, 8.5 wires, O2 sensor, vac lines and did the airbox mod. last night i installed a vdo boost gauge and a a/f gauge. the car seemed to be running a little rich and with the a/f gauge i can see that yes it is running rich. the other concern was the boost gauge is reading 13lbs max of boost! and i havent touched the turbo. any ideas on these problems? the braided line going to the wastegate is new. i cant test the fuel pressure so im not sure what that is, i did pull the vac hose and it didnt smell like gas. im going to replace the fpr, ecu temp sensor and thermostat. any other things i should check? thanks.
