How do I test my Fuel Pressure Regulator/ is fuel odor from Vacuum fitting bad? 200 1983

I am trying to diagnose a cold(-20F)star, now no-start problem?
I have pulled my intake manifold to inspect/clean, and I remember fuel odor from the Vacuum fitting on my fuel pressure regulator. I read on a previous post from that this was bad... Does anyone know if this is indeed the case. If not are there any other ways to diagnose?

-I have also found many cracked vacuum hoses and an irreparably damaged wiring harness!
