12 volts at the starter and still no go 700 1989

I changed the starter on the wifes' car on Wed, she drove around till yesterday with no problem. Now the car will not turn over after it died in the parking lot. When I got to the car I had her try it again, and it cranked for about a 1/2 second then nothing - it did this twice. Now there is nothing going on, I checked the battery, 12V. There is 12V at the starter, also at the spade connector during the start attempt as well. The dash lights and the dome light don't go dim during the start attempt but the headlights and the radio do turn off.

Do you think I got a bum starter? Please offer any advice as I am ready to do things I'd rather not with this car.
