Machine Bolts - Material & Sources? 900

Hi:

I am curious where to buy what appear to be somewhat non-standard bolts (e.g. the kind used to mount the small slot brackets onto the back inside tailgate door frame, about 1" long). Mine have a bit of rust on them, and I want to replace them before they get away on me. They have a sprial cut thread, with several "channels" cut vertically down the thread-length of the bolt. Could anyone enlighten me on what these are made of and where to get them. They have an integrated washer that is molded into the head. Bolt says BH 88 M on it. What is the vertical cut for? Any recommendations for what to treat the bolt hole with to kill the rust starting on the threads there prior to putting in new ones? Thanks for any ideas.
