86 245 instrument panel exchange 200

Repaired my odometer (1986 245DL, M46) with a new gear from Jeff Kaplan. Worked great! But I took the instrument panel in and out several times in the process, and now I am getting some "erraticity." This includes wierd turn signal behavior; sometimes the voltage guage to wavers. Sometimes no turn signals, but the relay buzzes and seatbelt light comes on... The voltage guage seems to run very high, but voltage output read at the battery seems ok; ~14v.
The idiot lights, the hazard flashers work.
Could this be a faulty instrument panel and if so, what instrument panels will interchange?
