Engine SURGES sporadically while driving. Gets to about 3000 rpm and dies down to 1000rpm. 200 1984

Hi I am a first time user of brickboard. I have owned my 1984 Volvo 245 for 2 years now and love it to death. Just yesterday I was driving down the road when the engine started surging alot throught all gears except whilst idling. It has never surged the died....yet. I had recently put a new fuel filter on it last week... It seems like there are large air gaps in the fuel lines but it never dies or surges while idling. Any suggestion will be greatly appreciated. THANKS
