Idle may be stuck? 200 1988

I have a 1988 Volvo 240DL. The Air Mass Meter (AMM) went out. After replacing the AMM the engine seems to be stuck in a high idle mode. When I press the accelerator, it idles down to proper idle speed for about 1.5 secs and then it idles back the high idle mode.

When I engage the car in drive, it idles down almost to the proper idle. But, it surges at stop signs and lights. It jerks into gear. I think because it is idled so high. It does run well except for the fuel consumption.

Any ideas.
