Engine surges sporadically throughout entire driving range but is fine when idling...... 200 1984

Hi my name is Tom and I have a 1984 Volvo 245 non-turbo the engine is the B23F LH-Jetronic and I have been having a problem for the past week. The car starts and idles easily with no problems. But when driving, hot or cold and no matter which gear, the engine surges constantly and I cannot figure out what the problem may be. I replaced the fuel filter 2 weeks ago and keep the car well mantained. Any help AND/OR suggestions will be much appreciated.
