740 turbo fog lights 700

Ive just purchased a 740 turbo 86 and the previouse owner said that the fog lights were blowing fuses. were is the relay for the fog lights and what is the fuse number?
The car goes alright but lags sometimes on the take off and when it kicks back a gear. Sometimes it goes like the wind others... not so good. what could be the prob? How much for a rising rate fuil regulator? Ive been told that that could be the prob. Amy help to test it or any other ideahs?
