Steering problem 700 1986

When driving down the road behind a semi the Volvo seems to sway latterally (side to side) in a rapid manner. Why is it doing this and what part(s) failure would cause this to occur? Parts that have been replaced are as follows:

Outter tie rod ends

Lower ball joints

Strut rod bushings

Sway bar end links

** The power steering rack has been professionally flushed


This seems like it should be a suspension issue. I just don't know what part of the suspention has the majority of control over the latteral movement of the vehicle. Is it the rear bushings? Shocks/Struts?
