Questions about ECU brainbox for 89 240DL 200 1989

For most of a year my 89 240 has been thowing the "check engine" light and switching into limp-home mode. My local mechanic has interpreted the codes and put in new rotor and plugs, fuel pressure regulator, O2 sensor, and finally a different Bosch ECU #561. Each time the car went less than 1K before the check engine light flared again. I have now contacted a recommended Volvo mechanic. He says it's not worth doing anything else without first putting in a different ECU, #951. He says the 561 were all faulty, and thinks there's a good chance the 951 will fix it; or at least give codes that will solve the problems. Does this make sense to others of you with experience? Thanks for your help.
