ENGINE SURGES idles fine but surges while driving ... never dies though ... PLEASE HELP ME WITH ANY SUGGESTIONS 200

First off I'll tell ya bout the car and engine. It is a 1984 240GL with a B23F LH-Jetronic engine NON-turbo. I installed a fuel filter 2 weeks ago. THis problem started 1 week ago. While the car is going or while revving past 2k rpm the engine will constantly surge like it is not recieving fuel. When it surges the rpm will drop to idle speed but NEVER die. The car can't go over 20mph because of this problem. No matter whether it not the engine is hot or cold this still happens. PLEASE help I would appreciate it very much. thanks.
