Won't start 200

I have a 1981 240DL with the CIS fuel injectiion system which died. Good spark. No fuel. New fuel relay with no power to fuel pump. With independant power to fuel pump, it pumps fine but no fuel at the injectors. If I manually lift the sensor plate, the car will start. Any ideas will be greatly appreciated. No vacuum leaks have been identified and the fuel distridutor has been changed. New fuel filter and good flow past the fuel filter. Is there a device that both controls fuel flow to the distributor and sends power to fuel relay? Thanks. Tim
