ignition system control unit 1987

I had to park my 1987 780 (6 cycl) for several months now it won't start. I've been the happy owner of this car for 178k miles. Starter engages and engine is getting fuel. Needed a tune up anyway so I replaced the battery, distributor cap, rotor, ignition wires, and spark plugs and still won't start. The ignition coil tests ok.

One volvo mechcanic is certain its the ignition system control unit and another says it probably isn't that. An auto dismantler says he sells lots of ignition system control units and wonders what else it could be.

Anybody out there have experience with the ignition system control unit? Mine sits under the driver's side dash, isn't hard to get to, other older models have it under the hood. Appreciate any comments...from, puppy won't bark...
