head lights not working 92 960 900

hi

yesterday the bulb failure lights came on. i checked and found both head lights are out, so ichanged them and the head lights still don't work. i checked fuses they are ok. but when i switch to high beam the head light works and bulb failure light goes off. when i switch to low beam light failure bulb comes on and head lights go off. so in other way only high beam is working.
