240 wont start 200 1989

Just recently bought this one and the previous owner says that sometimes it wont start-up. I started her but it wont turn over. Dash lights would come on and this weird speedometer needle would go up to about 60 mph and the mileage would move up as well. The owner mentioned that it didnt have the actual mileage on it and the instrument panel was replaced with something that has a higher mileage. Could this be just the battery or is it something else that I need to check? What about the speedometer thing moving and the mileage going up? Thanks very much.
