It should be. I installed cruise on my diesel recently and had a problem with a worn throttle pulley so I ordered a new one. Look for proper operation of that and of the vacuum pump and servo. Easiet to do that is take three wires and a bit of vacuum pipe with you to braker. Make sure all is connected properly in the car, then take vacuum pipe from pump to servo, making sure you exclude the pedal switches at this stage and connect the terminal closest to the pump head to plus and the other two to minus. If all is well, the pump should now create vacuum and suck the servo which should operate the throttle. Do this just long enough to make sure it can go the whole way and keep it there. Be aware also that there are two systems, one 9 pin ECU and one 12 pin. Check inside your car which one you have and get the right brain.
