anybody know about Ontario A/C regulations? 700 1990

The AC has finally stopped working. Jumping the pressure switch will run the compressor so I assume referigerant has leaked.

I have read postings about the conversion to R134 and I would like to try it.

I just did a quick search and I find from Ministery of Environment that R134 is a controlled substance and to purchase it requires a 'Ozone Depletion Protection' card, which 8 hr course and exam costs $160 from local community college.

Do I need this to order from U.S? Don't want to have the stuff stopped at the border.

Am I just getting into a bureaucratic tangle & would be better off taking car to a $shop?
