Engine suges constantly PLEASE HELP!!! 200 1984

I own a 1984 Volvo 240 GL non-turbo w/ a B23F LH-Jetronic engine. Recently my Volvo started to surge-while driving it hot or cold no matter which gear. The car idles fine without surging. But once i drive or rev the engine it will surge like it is recieving no fuel. About a week before it started surging I had replaced the fuel filter. Can anything I did wrong during instalation have caused this??? Also could the wrong ampage fuse in the fuse panel attribute to this problem??? I am totally confused as to what the problem may be. Any help and suggestions would be greatly appreciated.
