It is quite a tricky job to remove the lock. It is attached to the steering column by a couple of large bolts designed to be broken when tightened such that the head that fits the wrench is twisted off for theft protection.

Maybe someone else could tell you what to bring to the boneyard that would help. I've only removed one of these on the workbench - with the steering column removed, so it was a lot easier with the parts in the vise looking down on the bolt heads. In that case I punched, drilled and used a screw extractor.

I will assume you have already squirted something in the keyhole...examined the key wear and so forth. The older ones get pretty sluggish turning, so I don't see why their pins couldn't also be gummed up.
