I -think- from your description that the flexible rod is the trip odometer reset? The cable is routed downward to a convenient location under the dash - you twist it to zero the trip odo. It sounds like perhaps you have wired something up incorrectly and the instrument cluster is hot (check the wiring on the fuel gauge - a hot wire goes there straight from the ignition switch and uses that junction to branch off to various other locations) and it is attempting to ground through that cable.
