It's a death trap!!! You can donate it to me...

It shouldn't be able to roll in first or reverse, even on a very steep hill. There is nothing in the brake drums that I can imagine failing and letting the car roll. Cables do eventually go bad, but the only failure mode I've seen is that they start to fray and won't release.

Leave it in gear and set the brake -- the belt and suspenders approach -- and I seriously doubt you'll have any trouble.
