Need help with new Speedo 200 1990

Got a new (used) speedo for my 240 and after installing it I can't get it to work right. It is definately the right speedo for the car. When I drive the speedo works but it does not read the right speed. At highways speeds it goes up to full speedo while around town driving it is about 20 km too fast.

Also, the odometer does not work. What is my problem.
