244DL No start, starter doesn't engage 200 1981

The 244 had a 50kph head on collision, and the insurance company has now towed it to our house so I can take out the stereo. They 'totalled it', but I could buy it back for $250. I want to see if it still runs nicely and moves, but it won't start. They had disconnected the battery of course, and I found that they had disconected the two smaller wires that go to the starter. I connected those, but still no start. When I turn the key to start, nothing happens, no click no nothing. The transmission mounts are a bit out of adjustment, so it doesn't fully go into park, but it should start in neutral. I even rocked the lever slowly back and forth, still no start. If it is the neutral safety switch, is there any way to just disengage it?----I just want to see if the car starts, etc. I don't plan to drive it. What other wires could they have disconnected? Is there a simple way to get it to turn over?
