This can also be caused by the reverse lock plate being out of adjustment.
This prevents the lever moving far enough to the left easily engage 1st and 2nd.
If it goes in easily with the reverse collar on the shifter lifted (careful not to get reverse!) you have found your problem.
The plate is adjustable by slackening the bolts and and moving it in the appropriate direction.
Also try selecting a high gear, ie. 3rd, and then shift quickly into 1st.
If it then goes in easily then the clutch is not disengaging fully (dragging).
