Brake rotors out of ballance? 200

All,

Having a problem with vibration and tire wear. I had the tires rotated and ballanced shortly after I got the car last fall. They were Michelins with about 1/2 wear left. After 10k miles the front tires were so out of round it was making me sea sick at slow speed. Yesterday, had a new set mounted and the front end checked out ok. Tightened up the front bearings one notch. I have a out of ballance shake in the steering wheel at 65.

Looking around under there I see that the hubs have indexing pins for the wheels. This is the first car I have seen with these. The last time I saw tires ballanced while mounted on a car had to have been 30 years ago at least. My assumption is the brake rotors or hubs are way out of ballance and causing the trouble.

Does this sound logical, or have I gone Brick happy?
