special tools involved in timing belt change?

You should be able to do an adequate job without any special Volvo tools. Check the 700/900 FAQ feature section on this site, under belts and stuff, go to the articles on B234F where the first small note has a link to an extensive document on the various procedures, specs, diagrams and additional notes. After reading that you can decide if it's worth the effort.
