I'm thinking I'll go for the sway bars. I don't have the money for bilsteins or any other suspension mods now. I don't think I'd like the ride of the bilsteins anyway. Right now the ride isn't very noisy (at least not from suspension components.) It's just a rough ride. I just replaced the control arm stay bushings with oem rubber ones. That helped a little. I think my ball joints are OK. It could use an alignment though. I was thinking I'd let that wait for after the struts and stuff. BTW the BMW is for sale. I'm going to sell it and sink the money into the volvo. :)
