Can ignition coil cause erratic idling? 900 1995

940 Normally aspirated automatic

car idles badly with intermittent drop in RPM sometimes immediately as I switch the air on or off.

I have tried replacement parts for the MAF, TPS, IAC, FPR but none of these changed the idling. Have also tested the ignition coil ohms. Got reading for primary at 1.6 OHM which is out of range. (The norm should be 0.6 to 0.8). Secondary reading was okay and within range. (Vacuum checked out ok)

Can a out of specs coil cause idling problems?
