inst. panel lights 200 1979

Hi. In my '79 245dl I need to change the insterment panel bulb, I read the manual, says to take off the top of steerig collum, then take 2 screws out of the vertical face of the insterment panel(lower left and right). There are 2 clips at the top of the panel, right under the lip of the dash, here is my problem. I can reach them from behind, but dosen't seem to budge, I can't access them from the front without tearing up my dash..I am sure this isn't a fuse problem due to the orange bulb warning light on the dash. I am wondering if I am doing it all wrong..book says remove clips..but doesnt tell how. Any tips would be great. Also since I am posting, some of my electrical systems don't work unless I jiggle the key, is that a common problem,easy to fix? No biggie, if the wipers won't work..I just jiggle the key and the turn right on. Thanks for your time..
