Relay Problem? 700 1989

I have a slight headlight problem and would appreciate some help. When using low beam, normal driving, lights the right(passenger) side lamp is out. If I switch on the high beams, then that low beam comes on but the high beam does not- on the passenger side only. The driver side is normal, low and high beam function. From reading FAQs I figure it is a relay. I have cleaned all terminals and have checked ground connections on inner fender. Thanks for any info.

Oh yeah..I changed the light, so it is not the bulb.
