Turning CO mixture screw is not doing anything? 200 1980

1980 242 DL B21F Non-Turbo.

I'm trying to adjust the CO mixture on the fuel distributor. I have a dwell meter that reads a steady 51 degrees with the O2 sensor disconnected. As I turn the mixture screw nothing happens to the dwell meter but I can hear the engine start to run differently. Part of that is just putting light pressure on the screw to turn it but even after taking the allen wrench out and resetting I can notice a diference in the idle. With the O2 connected the meter does fluctuate about 8-10 degrees between 48 and 56(58) which is if I recall about 10 - 15 degrees too high, but the O2 is working. What's going on hear?
