lost lowbeams / bulbs are ok, hi beams still OK. '91 945 SE 900

My wifes '91 945 SE (960 column / switch style) has started to
lose low beams for no reason. The hi beams still function properly
when the lowbeams decide to go off the front foglamps also will not work.
Last night I was checking fuses (all ok) and I noticed the low beams would
come on and stay on if left alone, if HI/LOW beams were switched back &
forth the low beams would go off.

seems like a switch problem but FAQ talks about relays, any like concerns?
