17 mpg is all I get. 200

I'm only getting 17 mpg in town with my 81 242 with an M46. I drive in a reasonable way, not super slow and not flooring it all the time. I fact, I hardly ever put the pedal to the metal. I probably drive pretty conservatively, actually. What kind of mileage can be reasonably expected from a 240 non-Turbo with an M46 transmission? The car seems to run well except for a rough idle. I haven't tested highway mileage yet.
