744T hunting for idle 700 1991

I just went through an ordeal getting my 744T started (FPR blew locking the engine and killing the intake gasket). I replaced the intake manifold gasket due to a huge vaccum leak (was small till the FPR blew). I also replaced the battery (thought the old one was dead).

The car now hunts for an idle speed. (right now my starter doesnt spin to full RPMs due to prolonged use in a locked position) so in order to start it the second it catches i have to feather the gas a bit. But it will idle a 750RPM for a bit, then it will hunt from 400-1000 rpms and even lower and stall.
Any thoughts on what to do? I'd love to be able to adjust the idle (but i dont think i can on this car).
