please help with gas gauge problem 200

when i start up my volvo the gas gauge usually doesnt work it stands where it was before i even started the car. when it does work it doesn't appear to be working properly. for example my gauge showed my needle just before the red, however my car only took 26 litres of gas before the gas pump was clicking and not allowing me to put any more in. Any way when i pulled away the gas gauge wasnt working. the next day it showed only three qautres full... so whats wrong. is it easy to fix?? Thanks a ton
