Weird hood problem 200 1983

I replaced my old rusty hood with a non-oxidized part from a junkyard. Bolts fit OK, then closed carefully.

Problem: when I pulled the cord and let go of the hood pin, I could not lift the hood at all.

After using a thin wrench to unbolt the new hoodpin assembly, I put in the old hoodpin assembly and the hood would not open. Mind you, when I pulled the cord, the hood would jump up an inch or two but I could not get the thing fully open.

At least, until I unbolted one of the bolts. Now it works just fine.

What happened?

(No, this is not a Car Talk puzzler. Though, it could be!!)
