I just recently corrected this problem on my '91. The fan goes on when it gets too hot, regardless of A/C setting. In fact I was having some overheating problems on warm days when stuck in traffic. I noticed that the fan wasnt going on. Though some standard electrical diagnosis procedures, I determined the relay to be faulty, even though it was "clicking". I replaced the relay and voila, the fan comes on when it's supposed to and the car hasnt run hot anymore.
