Windshield Wiper sounds dry on Lube 200 1989

I haven't even looked yet but I thought I'd ask. The drivers side wiper sounds a bit growly. it comes and goes. can I lift the rubber up from the outside of the car and drip a little grease in there or is this a 'from under the dash' operation?

I'm not sure if it is the arm coming from the motor that is making the noise of the rotating part that the wiper arm is attached to. which is more likely?
