Won't start 200 1989

Having some problems that I hope someone can help me with. So far I have changed, timing belt, plugs, wires, cap, rotor, fuel pressure reg, coil. Ran all the checks at the ECU and everything checks good except for the RPM signal, which is terminal one at the ECU. I get an intermittent 4-6 volts. (yes the battery is charged) Where does the signal come from? I know it comes from terminal 17 on the ignition brain, but how it gets there I don't know. Fuel delivery is not a problem. There was fuel in the oil when I changed it. When I try to crank it the starter sounds kind of sick, not like a normal Volvo starter, I am thinking of changing it. Any help, as always is much appreciated.
