How often to repaint a Volvo? 700 1989

Peeling and blistering on a three year old paint job? They will have to take it back down to the original paint or beyond, or you will continue to get peeling and blistering.
A good layer of paint (the original) is your best primer, so to speak. The paint job that was done three years ago wasn't prepped correctly.

Visit an automotive paint store and check out the paints. A clear coat over PPG two part over a PPG epoxy primer was one of the best - the primer alone would even stand up to the weather in Brownsville.

No matter what you use, most of it is in the prep.
